A 26 year old woman was on here was to court for possession of marijuana. One of her judgement lapses was when she parked her vehicle in a spot that was marked for the village police chief. But before that error, she cutoff an unmarked police vehicle while she was illegally talking on her cell phone.
Officers approached her after she was parked to confront her about her recent traffic infractions. As she rolled down her window to find out what the police wanted, smoke wafted out of her vehicle. As you have already surmised, the smoke was marijuana smoke.
She received received two tickets for illegally talking on a cell phone while driving and the other for unlawful possession. She will probably be nominated for a Darwin Award.
